Special Education Training & Resource Center
(SETRC) - Coser 504
The Special Education Training and Resource Center known as SETRC (set-rick)
is supported by a state grant under the direction of the New York State
Office of Vocational and Educational Services for Individuals with Disabilities,
VESID. SETRC provides support to parents, teachers, committee on special
education members, committee on preschool special education members, administrators,
Board of Education members, support
personnel, and school personnel working with children with special needs.
Professional review of CSE practices and the implementation of special
education programs and services are provided under this Coser. Consultation
in the areas of educational supports, section 504 accommodations and issues
related to the reauthorization of IDEA are also included.
SETRC initiatives are accomplished in a number of ways. Information on
New York State Education Department regulations, special education process,
IDEA reauthorization, and other legislative updates is available from
our office. A lending library of books, videos, periodicals, and professional
journals on a variety of topics and issues related to education and special
education is available. These materials are maintained through the Sullivan
County Board of Cooperative Educational Services Library System that is
linked to libraries throughout the region. The SETRC office also provides
support to districts and parents through the development and provision
of in-service training and staff development activities.
For School Districts: SETRC
can assist local district personnel to develop plans that are based on
sound, research-validated principles of professional development. This
encompasses data analysis, needs identification, plan development, long-term
implementation and support, and evaluation of results within a comprehensive,
district-wide process that addresses both general and special education
systems from a student outcomes perspective. Technical assistance related
to the Comprehensive District Education Planning (CDEP) process, and Professional
Development Plan (PDP), is available.
For Parents:
The SETRC office in collaboration with various Sullivan County
agencies provides parent training and support groups through- out the
county. These programs are led by parent educator/resource persons who
also provide referrals for parents to appropriate school and agency services.
The county–wide Parents for Parents’ support group is part
of this initiative. SETRC support includes the provision of professionally-developed
student programs and activities that run concurrently with parent support
groups. The student programs provide children with an opportunity to develop
and practice social skills in a supportive and stimulating environment.
