Dutchess BOCES

Model Schools / Compass Learning - Coser 542
This service is an additional fee service of the model schools program. It includes coordination, training and support for Compass Learning.

This service also include the coordination of E-rate reimbursement filing discounts for school districts. The discounts are based on student population for grades K-12 and the percentage of students eligible for the National School Lunch Program.

Orange-Ulster BOCES

Film Library / A.V. Repair Service - Coser 503
The film library service supplements and strengthens the local school districts’ instructional capabilities with video and audio support services. The center houses teaching films and video tapes for major study units. The a.v. repair service provides technicians who will repair audio-visual equipment on an “as needed” basis. This service includes cleaning of all 16mm projectors once per year.

Interscholastic Sports - Coser 519
The main function of this service is to schedule all interscholastic athletic events for members of the OCIAA, schedule all officials for OCIAA athletic contests, provide in-service courses for coaches which are required for certification and be responsible for the coordination of requests from the Section IX Athletic Council.

Instructional Technology - Coser 571
The Instructional Technology Coser is offered as a cross contract service through Orange-Ulster BOCES. The service is based on two major components: an instructional component and a technology component. Both of these will rely
heavily on a staff development component which will be provided through Model Schools. All components will be offered in accordance with the Service Delivery Standards Agreement. Each participating district will sign and commit to this agreement. The following base service will be provided.

  • New or expanded facility technology planning
  • Regional technology design to support school district technology, i.e. Internet
    Filtering
  • Technology support and needs analysis
  • Monthly Regional Instructional Technology Advisory Committee Meetings
  • Hardware and software purchases
  • 4-County regional planning and interfacing with the RIC

The BOCES will also conduct site visits to assess building needs and develop blueprints, if necessary. The Orange-Ulster BOCES will be responsible for the installation and maintenance of the networks, hardware, and software needed to share the instruction and management between classrooms, buildings, and districts.

The BOCES staff will work with local districts to develop Local Instructional Technology Plans which are consistent with the regional plan and the RIC 793 plans. Implementation of local plans will be coordinated through the BOCES and all equipment will remain the property of the BOCES.

Staff development will include skills in integrating technology in instruction, training in software applications, and information management systems.

Admission: This service is available to any component district upon application and concurrent with membership in the BOCES Model Schools program.

Cost Formula: This service will operate under a basic per building charge, maximum of two buildings, which will include the costs of BOCES coordination. Additional costs for the technology portion will be based on individual building/district needs for hardware, software, infrastructure, and maintenance. A small fee will be assessed on all hardware and software orders to cover administrative costs associated with those orders.

Internet Access - Coser 571.03
Internet service provides internet access to districts.

Internet Filtering - Coser 571.04
This service provides internet filtering for the districts at three levels: elementary, middle and high school, in compliance with New York State and Federal regulations. The filtering parameters may be adjusted to accommodate specific research requests.

Disaster Recovery - Coser 571.05
The disaster recovery service backs up critical network servers on a daily basis to insure data integrity in the event of a catastrophic equipment failure.

Web Site Coordination - Coser 571.06
This service provides a district with construction, posting, and maintenance for a district web site.

Cooperative Bidding - Coser 604
This service provides coordination for the cooperative bidding of general supplies, art supplies, custodial supplies, milk, bread, library supplies and micro computer supplies.

Health Insurance Coordination - Coser 613
The Orange-Ulster BOCES provides coordination for the Orange-Ulster school district's health insurance plan. This service is available to all districts participating in the health insurance plan.

Otsego Northern Catskills BOCES

Employee Relations - Coser 631
This service provides access to an employee relations specialist and legal advisors who advise and represent the component districts in the area of labor relations, negotiation and human resources. Services are provided through computer contact, facsimile, telephone and face-to-face consultation as follows:

  • Consultation on the administration of labor contracts and agreements (instructional
    and civil service)
  • Assistance and advice in interviewing and hiring practices
  • Workshops and in-service seminars related to negotiations/labor relations for both
    administration and boards of educations
  • Access to library of Education Law, Civil Service Law and Municipal Law
  • Collection, maintenance and distribution of economic and non-economic database for teachers’ and non-instructional units.
  • Assistance with drafting district proposals & contracts
  • Representation at improper practice hearings stemming from negotiations, impasses procedures, mediation and fact finding.
  • Assistance and advice on administration labor and contracts and agreements and
    formulating responses to grievances.
  • Representation at Civil Rights, Title IX and Unemployment hearings

This service provides ESL and/or Bilingual Educational Specialist for schools. The service also includes native language psychological, educational and speech language assessments in addition to interpretation and translation services.

Guidance search systems which afford high school and middle school guidance professionals and their students the opportunity to quickly find current information in order to make informed career decisions.

Staff Development - Coser 509
Provides a single theme as well as in-depth training opportunities for administrators and supervisors, with focus on transferring theory into practice. This is a Cooperating Principals’ Center associated with the Westchester Principals’ Center.

Computer services are provided for payroll, accounts payable, accounts receivable, revenues, general ledger, and human resources.
