The goal of the Health and Safety / Risk Management Coser is to provide
the best possible service and assistance to component districts, and maintain
the highest level of compliance and safety for their employees and students.
The program provides environmental, health and safety services, and training
to our component districts. Our Certified Health & Safety Coordinator
conducts and reviews fire safety inspections, building condition surveys,
asbestos management plans, and performs asbestos inspections. The service
also provides a variety of environmental testing including:
- Indoor Air Quality for Mold, temperature, humidity, and carbon monoxide
and carbon dioxide
- Air and surface sampling for asbestos and radon
- Water testing (Bacterial, Chemical, Metals, etc)
- Soil testing (pesticides, lead, radon)
In addition to responding promptly to indoor air quality complaints,
structural/fire damage, environmental material releases, and other imminent
safety concerns. The department provides fingerprinting services. We manage,
submit, and record all fingerprinted employees, along with offering the
production of identification badges.
The Health & Safety / Risk Management Department also serves as a
liaison for School Districts by providing component school districts with
current rules and regulations set forth by governmental agencies and receive
assistance to comply with the new regulations, support to local safety
committees, along with enhancing school safety programs by assisting in
projects such as Safe Schools, SAVE and Homeland Security Counter Terrorism
Zone 4.

This service will enable districts to secure the advantage
of large volume purchasing through aggregate bidding. Services will include
preparation of bid proposals, development of standard specifications for
common items,
gathering of quantity estimates, preparation of legal notices, and awarding
of bids. The process will be coordinated with a users group.
Staff Recruitment/Advertising - Coser 625

The Staff Recruitment and Advertising service offers a shared service
designed to provide participating districts with assistance in recruiting
personnel for both instructional and non-instructional vacancies. This
service includes local, regional and national advertising of vacancies,
coordination of the flow of application information, maintenance of a
database of job applications/resumes, attendance at recruitment fairs,
as well as
development of joint efforts to broaden the range and diversity of the
applicant pool. Internet posting of vacancies is also provided by the
service. An on-line application is available for quick submission of information
by
candidates.
Public Information Service - Coser 626

The Public Information Service offers participating districts a way
to enhance internal and external communication and public relations efforts.
This service includes, but is not limited to, assistance with web page
development, newsletters, brochures, budget campaign material, imaging
and marketing, media relations, student and staff recognition and event
planning. This service allows interested districts to purchase a shared
portion of a Public Information Specialist for a select amount of days.
This Coser will only be available if enough districts participate in
the coser. Printing and materials destined to become district property
will be non-aidable.
Telecommunications - Coser 630

This service covers line charges and the management of such telecommunications
services as high speed data transmission and phone connection. This service
is open to all component districts subscribing to the Distance Learning,
Instructional Technology and Library Automation Cosers.
Cost: is based on actual line charges plus a small fee to cover administrative
costs.
Central Business Office - Coser TBD

The Central Business Office provides various accounting functions for
school districts. The service includes the preparation of regularly scheduled
payrolls and special payrolls, as well as all related civil service, TRS,
ERS, TSA monthly billings, and state and quarterly reports. Preparation
of accounts payable and mailing of checks is also available through this
service. Courier service for delivery of paychecks will be provided and
postage and generic supplies (payroll envelopes, forms, diskettes, etc.)
will be included as well. The service can also be tailored to meet the
district’s specific financial processing needs, as well as assist
the district with other accounting functions such as preparation of the
ST-3, and federal and state grant financial reporting, etc.
Cost methodology: Full-time equivalent of assigned staff.
